  • Mark Notten

    Mark Notten


    Mark co-founded Tier1 in 2008 together with Phil Dias, a partnership spanning over 30 years. Mark began his career at Systemware Innovation Corporation (, creating mission critical software for the telecom and nuclear sectors. This led Mark’s first CEO role, as founder of Halcyon Monitoring Solutions which created flagship software products for Sun Microsystems and Cisco. 

    Mark’s vision for Tier1 was to create world leading enterprise cloud-computing software to power the institutional sell-side and buy-side. Under his leadership, Tier1’s products are currently being used by tens of thousands of users across a prestigious client base in sales and trading, corporate and investment banking, and investment management.

  • Jiro Okochi


    Jiro is the President of Tier1 Financial Solutions responsible for all of the day to day operations of the Company, focusing on growth, scalability and happy customers. He has more than 30 years of experience in technology and capital markets.  Prior to joining Tier1, Jiro was CEO & Co-founder of Reval, the leading SaaS provider of treasury and risk management solutions for corporations and banks.  Jiro led Reval from start-up to scale with over 600 enterprise customers and 500+ global employees.  Prior to Reval, he worked on the capital markets desks of WestLB, Deutsche Bank, BofA, DKBFP and Kidder Peabody.

  • Phil Dias

    Phil Dias

    Chief Operating Officer

    Phil directs all business operations at Tier1 Financial Solutions. His areas of responsibility include working in partnership with the management team to support the company’s strategic objectives, managing financial and business planning activities and human resource and legal functions. Phil is also responsible for Partner Relationships including Tier1’s deep relationship with Phil has many years of experience in implementations and brings that knowledge to all areas of his responsibilities.

    Phil is the former CEO of SWI Systemware, and has more than 20 years in the nuclear and financial sectors with deep management, sales and operations experience. He currently serves on the advisory board of the SWI Group of companies.

    Mark Millar

    Chief Financial Officer

    Mark is the Chief Financial Officer at Tier1 Financial Solutions. Responsible for the Finance team, he focuses on driving forward-looking business strategies and long range financial plans that sustain Tier1’s growth. He has more than 30 years of experience in the international technology industry, mostly as CFO or VP Finance. Prior to joining Tier1, Mark was CFO at Abacus Data Systems Canada, CFO at NorthPlains Ltd, CFO at Syncapse Corp, CFO at Platform Computing and VP Finance at Solcorp. During this time, Mark was responsible for all aspects of Finance, including numerous acquisitions, capital raises as well as several successful exits. Millar started his career at Deloitte’s, where he obtained his CPA,CA designation. He graduated from Queen’s University.

  • Manish Patel

    Manish Patel

    Chief Product Officer

    Manish leads Product Development at Tier1. He has more than 20 years of experience in the Capital Markets sector both on the client and software provider side. Most recently he headed up the Product Development organization at Ipreo for their CRM, Event Management and Equity Bookbuild solutions where he focused on stabilization, growth and vision for multiple product lines. Prior, he spent 15 years at ING Bank, London within the Equity Markets division, Manish focused on streamlining business systems and processes particularly within the CRM and Research areas.

    He holds a Bachelor of Arts degree in Business from University of Westminster (London) and is Scaled Agile Framework® (SAFe®) certified.

  • Jeff Heisz

    Dr. Jeff Heisz

    Chief Technology Officer

    Jeff is primarily responsible for providing the technical leadership for Tier1 and ensuring the alignment between the company’s technological and business strategic goals. As head of product realization, he drives the product development and quality assurance teams towards making the Tier1 Application Suite product suite the leader in capital markets software. For this, he draws upon a breadth of experience that comes from a hands-on approach working with major industry giants including Bell Canada, Ontario Power Generation, Citibank, Sun Microsystems, IBM and Cisco Systems. In 1997, Jeff joined Halcyon where he served various roles, culminating as the VP, Head of Engineering and Research. In 2005 Jeff co-founded and was Head of Engineering and Research for xkoto Inc., a venture-funded database startup that was acquired by Teradata in 2010. Jeff rejoined the fold as the CTO of Tier1 in 2014.

    Jeff holds a B.Sc. in Physics from the University of Waterloo, a M.Sc. and a Ph.D. in Physics from Queen’s University.

  • Doug Christensen

    Doug Christensen

    Executive VP, Strategy

    Doug spearheads the strategic expansion into new markets and opportunities. He brings more than 20 years of global capital markets experience to Tier1, having previously served in capital markets operations leadership roles at some of the world’s largest and most prestigious financial institutions.

    Notably among these was Barclays, where he ran the firm’s European Equities client strategy group, European Corporate Access sales team and was the Global COO for Equity Research. With a strong base of hands-on experience in the capital markets industry, Doug possesses deep expertise in sell-side and buy-side capital markets operational requirements and understanding of the recently implemented MiFID II regulatory environment. He is integral to delivering the Tier1 promise of increasing buy-side to sell-side connectivity.

  • Paul Chesek

    Executive VP, Sales

    Paul leads the Sales and Business Development team at Tier1. He joins with three decades of sales leadership experience and more than 15 years of Salesforce expertise, lifting companies into rapid growth and establishing strong relationships in the finance and business industry.

    Paul was most recently at Bluewolf, an IBM company, where he helped drive the Salesforce practice with his focus on delivering profitable and long-term relationships. Prior to that, he was the Global Vice President of Sales at All Covered, where he helped lead a team that doubled the company’s revenue. Paul holds an undergraduate degree in Economics from the University of Illinois at Urbana-Champaign and an MBA from Fordham University.

  • David Cotten

    Senior VP, Client Services

    David leads the Client Services team to make sure our clients are getting the most value possible out of our products and ensuring they are receiving the highest quality of support they need. His teams are tasked with delivering best-in-class products that align with clients’ goals and sophisticated requirements. As a certified Salesforce Technical Architect, David is well-versed in all SFDC services and products.

    Prior to Tier1, David spent 10 years at Bluewolf, an IBM company, where he helped build the Company’s managed services practices in the Midwest and Southeast regions of the United States, growing the regions over 500%. He holds a Bachelor’s degree from Binghamton University.

  • Staci Firios

    Chief Marketing Officer

    Staci is the Chief Marketing Officer at Tier1 leading marketing strategy, lead generation and communications initiatives to deliver customer value and drive revenue.  She has more than 20 years of marketing experience, the majority of which has been spent in financial services and fintech. Most recently, Staci was VP of Marketing Capabilities & Enablement at Prudential Financial, focused on optimizing customer experiences.  Prior to Prudential, she held positions at Thomson Reuters (now Refinitiv) as Global Head of Wealth Management Marketing and oversaw CRM Strategy at Gain Capital. Rounding out her marketing background, Staci has also held marketing strategy, campaign planning and communications roles with Scivantage, N.I.P. Group and Griffin PR & Integrated Communications. 

    Staci holds a Bachelor of Arts degree in Economics from the University of Michigan.
